I think when you click download it places you in a queue for the Steam servers. It's not worth doing a VPN because let's face it, you will get this game through at some point and it's not worth losing your Steam account over. You might get a slight bump (but it didn't work for me).Ĭhanging your download region affects nothing as you're still downloading through your same IP. So playing about with your antivirus probably won't change much.

I'm getting this issue on 2 machines which leads me to believe that it's definitely a Steam issue from their side. And on both PC's it hangs at 97% for what seems like forever.


My difference is that I use 2 PC's at times so I want the game downloaded on both machines.
